Fenhe River is not only the second largest tributary of the Yellow River, but also the largest river in Shanxi province. It is known as the mother of the people in Shanxi because of breeding the splending civilization in Taiyuan basin. Fenhe River basin covers about a quarter of the Shanxi area, At the same time,it is also densely populated areas and the key economic region in Shanxi province. Carrying out governance, restoration and preservation of Fenhe River is vital to improve the investment environment of Shanxi province, and it is also a major initiative to enhance the image of Shanxi province. The river engineering play a very important role in Fenhe River management,furthermore, the role of the river engineering is decided by the management level of the river engineering,so we must pay attention to the management of river engineering.In this paper, the item:"the pattern and technology research of management system of Fenhe River based on GIS"is taken as a carrier, and the backbone rivers of Fenhe River and its related buildings are taken as the main reasearch object. On the basis of the full collected, absorbed and diged other GIS practical applications, we establish the Fenhe River basin engineering GIS which mainly contains spatial databases, attribute databases and multimedia information database.By use of collecting the information about river course and its related, the further platform is developed by combination between river engineering management and GIS. It is realized the edit, update, query, and management of Fenhe River engineering. The main function of the system as bellow:①The management of map storage about Fenhe river basic information. This module has been realized the query, revision and management on the basic information of Fenhe River.②The management in Fenhe River engineering database. On the basis of kinds of different demands, this module has been realized to manage and update databases of Fenhe river, access and storage data information, search and query information, analysis geography spatial and three dimensional, statistic data and produce special cartography, display and print. It is provided a scientific decision for river engineering management.③The further platform system on engineering management of Fenhe River is developed and researched by VBA language built-in GIS,that is realized the bidirectional search , map operation , information query , information management and graph interactive display etc in river engineering management. This system is seen as operate simply, user friendly, use easily, run in fast. Followed the design principle of usability, reliability, scientific, standardization, extendibility, the dynamic management in Fenhe River engineering management and high efficiency of river information management have been came true.This paper is distinguished as:⑴From the management characteristics of river engineering, this system is designed and developed for the combination of informationization and specialization.⑵The management of classified users access to classified functions has been realized. Based on the characteristics and the current situations of river management, we put forward a multi-users management pattern in river information.And it has been realized the management of classified users access to classified functions in the entire basin.⑶The further management platform. The system has been realized the integration of management,query and dynamic updating between attribute databases and spatial data.In this paper, the geography information management system of the backbone rivers of Fenhe River basin is established originally. However, the accumulation of basic information and data collections are not enough,so this system should be enriched and supplyed unceasingly in application in later. Besides, the further development in breadth and depth should be improved either.
