Only in such circumstances can the human being really take note of the importance of environmental protection and construction. Previous indiscriminate felling of forest resources causes constant loss of the forest area. So it will be a very important way to establish a sound forest ecological compensation mechanism, in order to achieve sustainable development of the forest, even the social.Because of the terrain and transport block in Guidong County, the economic development level falls behind relatively. However, the forest resources is very rich in this area. In order to protect and develop the ecological environment, to a certain extent, the economic benefit of local forest managers was damaged in and local people's self-development opportunities were suppressed. Starting with the connotation of forest ecological compensation, this paper reviews the situation of forest ecological compensation both at home and abroad and describes its theoretical basis. Then making an example of returning the grain plots to forestry project in Guidong County, this paper presents current problems of forest ecology compensation.Shadow project approach, willingness to pay method and Market value approach are used to calculate the value of forest ecological benefits which reaches as much as 1,202,265,500RMB/year in Guidong County. However, directly using such huge forest ecological benefits as forest ecological compensation standard to study the social economic development level is not feasible, while as the standard's upper limit is reasonable. In view of the cost of planting and maintaining, opportunity cost method, shadow project method, preventive expenditures method and average cost method are adopted to estimate the ecological environment value of foresting field, which can serve as the forest ecological compensation standard, and the standard in Guidong county in is 152,689,200RMB/year.By quantifying the ecological compensation of the forest in Guidong County, associating with current situation and problems and the fact of the social and economic development, the paper builds the structure of forest ecological compensation system in Guidong County and makes suggestions on improving the policies of forest ecological compensation, which should serve the ecological environment construction in Guidong County and areas around in the future and and make a reference for having the forest ecological compensation system go into operation, in order to finally achieve the sustainable development in the economic, the social and environment. |
