Evaluation Of The Scientific Research Performance Of Agricultural Unviersity Based On DEA

Agricultural university is always as an important component of national agricultural science and technology innovation system, the main force of Chinese agricultural basic research and the driving force of enhancing agricultural independent innovation capability and promoting agricultural economic development. To evaluate the scientific research of agricultural university systematically, not only for practical significance to build an innovation-oriented country in China and implement the strategy of science and education develop agriculture, but also conducive to agricultural university to strengthen the subject construction, promote academic team building, improve scientific research performance and comprehensive competitiveness.Based on the summarize of nowadays study on this field and the suggestion of scientific research supervisor of university, this paper designs the evaluation system of scientific research performance of agricultural university and the A Agricultural University as an example. It uses the data envelopment analysis (DEA) to evaluate the 10 subjects' scientific research performance of the A Agricultural University, and analyses the differences and reasons of 10 subjects' scientific research performance, then studies the trend of scientific research efficiency among 2004-2008. The conclusions are following:(1) The A Agricultural University has comprehensively a good operating efficiency of scientific research among 2004-2008, and the average efficiency of scientific research is 0.946, 7 subjects have higher value and are in the best returns to scale.(2) From the landscape orientation, the subjects of crop, livestock, veterinary, horticulture, forestry, agriculture and forestry economic management have higher operating efficiency of scientific research, and the subjects of environmental science and engineering, agriculture resource use and plant protection have lower efficiency relatively.(3) From the vertical perspective, the subjects of the A University of Agriculture show an upward trend in scientific research efficiency. The subjects of environmental science and engineering, horticulture, agriculture resource use have a clear upward trend, and forestry had decreased.Finally policy recommendations based on conclusions are as follows: to strengthen talent team and improve the academic standard of scientific research about the personnel; solid research base and enhance the capacity of subjects' sustainable development; drive research item to promote academic development of agricultural universities; establish efficient mechanisms for subjects' resource allocation, and comprehensively improve the performance of scientific research.
