Evolution Law Of Forest Green GDP And Evaluation Of Ecosystem Health In Fujian

With the fast development of the economy,people consume a lot of resources,and cause many problems about ecological environment,the harmonious and sustainable development between environment and economy become the hot topics throughout the world. Green GDP is just the frontier subject in this situation, it studied chiefly how to establish a connection between the environment and national economy. Many areas home and abroad have been begun to propose Green GDP accounting, The study in Green GDP has important significance for promoting sustainable development of social economy. The paper reveal the internal relations between economic development and ecological level in 10 years in Fujian by forest Green accounting and dynamic analysis in 1993,1998,2003,aim to promote the development of Green GDP,and emphasize its important significance on promoting the sustainable development.The paper introduce the definition,development,and analyze the difficulties of technique and concept about Green GDP accounting,and take the forest as the research object. The paper introduce the definition,content and method,and compare the research results come from some areas. The paper takes the forest inventory data of Fujian in 1993,1998,2003 for basis, accounting on the forest and forest land by using the method of cost ,and then authorize the table of physical and value quantity. The evaluation methods of ecological value is substitution method, by the accounting ,get the stock quantity and the flow quantity of the forest assets and the variable quantity of ecological environment,and analyze the change law of Fujian forest in the 10 years by the Comparison Diagram,in the end, mainly discusses how to take the value into the the traditional GDP to form the Green GDP.The paper introduce the concept,method and related research of forest ecosystem health,also take the Fujian forest as the research object,evaluate the forest health in 1993,1998,2003. The paper establish a index system include direct and indirect evaluation factors,and add some indexes about ecology and three waste discharge,evaluate questionnairs by adopting expert evaluation method,and then determine the the weight of all functional factors by adopting the method of analysis hierarchy process,finally emphatically introduces the mothod of set pair analysis that better than other common avaluation methods.The research shows that the FuJian Province's Forest Green GDP is more 14.5 billion yuan than the GDP in 1993 , more 19.57 billion yuan than the GDP in 1998 , more 20.82 billion yuan than the GDP in 2003, the result show the total amount of forest Green GDP in 1993,1998,2003 is all higher than GDP,and show the inceasing steadily trend,it shows Fujian develop ecnomy and meanwhile,balancing the protection of environment,contribution function of Fujian forest for GDP. According structure of forest species ,we can see that in the 10 years ,realize the harmonious development between economy and ecology. In forest health evaluation aspects,the weight of forest cover is biggest by 30 questionaires that adopting expert evaluation method, According to the mothod of set pair analysis to evaluate the forest health ,the set pair potential is weak inverse potential in 1993, micro same potential in 1998, Strong same potential in 2003,and the relative closeness is also more and more ,this result illuminate fully the forest in Fujian develop toward a healthy direction.,but there is still 25% opposition degree,shows that forest health has a little distance compared the ideal status,so we need to make more efforts to manage forest. The current accounting system shows the total amount of economic output and the level of national income,but can not reflect the status of resource and environment,by the Green GDP accounting,it can reflect the harmonious degree of economic development and ecological environment.so,the national departments concerned must pay attention to the research of Green GDP accounting,and publish related investigation means,accounting method,policies and regulations as soon as possible,make the Green GDP become the important reference that can help government to establish sustainable developmental strategy.
