The Huaihua city is located in the western region of Hunan China, becomes the place where it radiate from the eastern area economical technology to the west and flow from the western area commodity to the east must pass through. to the Huaihua city green GDP calculation, help to understand the condition of the nature and environmental consumption in the socio-economical development Huaihua City, but also help to Huaihua City's socio-economical sustainable development.The emergy analysis of ecological economic system theory and approach established by H.T.Odum and based on SEEA Framework to better this expression for calculating on tentative improvement, to quantitatively analyze the total emergy and calculated the Em$ of natural resources and environment what was consumed during Huaihua City's the production of environment and eco-economical system in 1998,2003-2006, Thus accounting for the Huaihua City of Green GDP.Emergy analysis by the city of Huaihua eco-economic environment system to calculate natural resources, energy, non-renewable fuels and the non-renewable industrial subsidiary emergy (including soil loss, timber harvesting, thermal power, coal, crude oil, fertilizer and pesticides) in 1998,2003-2006 the total emergy consumption for emdollars: 5.60×108($),4.06×108($),5.75×108($),8.09×108($),9.70×108($). Respectively, an increase of:-17.86%,41.63%,40.70%,19.90%, which showed that the total consumption of natural resources in 1998 lower than in 2003, and from 2003 to 2006, the consumption of natural resources was increasing, the growth trend of natural resources consumption has been slow in 2006.Emergy analysis by the city of Huaihua eco-economic environment system to calculate the depletion of environmental resources (including the discharge of waste gas, water, solid) for emdollars:5.26×108($),1.07×109($),1.36×109($),1.62×109($),1.68 X 109($), Respectively, an increase of:103.42%,27.10%,26%,3.7%, which showed that 2003 compared with 1998, the environmental depletion of about doubled.The growth trend of the depletion of environment has been slow during the period from 2004 to 2005, and the growth rate of very large slow, indicating that after 2004,there has some control on the environmental pollution in Huaihua City.The conventional GDP in 1998/2003-2006 in Huaihua City is:2.05×109 ($),2.51×109 ($),2.68×109 ($),3.17×109 ($),3.81×109 ($), respectively, an increase of: 22.44%,6.77%,18.28%,20.19%, which showed that the conventional GDP growth was the trend of increasing year after year, and the absolute growth during this period amounted to 1.76 billion dollars, the absolute growth rate is 85.85%.If the effects of the natrual resources consumption and the depletion of the environment was considered, and was subtracted from the conventional GDP,namely green GDP in 1998,2003-2006 is:9.63×108($),1.04×109($),7.44×108($),7.40×108($),1.17 X 109($), respectively,an increase of:4.26%,-28.46%,-0.54%,58.11%, which showed that the green GDP has increase in 2003 than in 1998, but the growth rate slower than the conventional GDP, and showed negative growth in 2004,2005. There is more green GDP growth in 2006 than in 2005, which means the green GDP is not as the conventional GDP as trend was increasing year after year, was volatile, and the value of green GDP in 1998,2003-2006 the growth was only 207 million dollars.It show that the national economy in the city of Huaihua production, if the effects of the consumption of natural resources and the depletion of the environmental resources was not considered, it's the conventional GDP trends was increasing year after year. But if do consider it, that is, removed from the conventional GDP the consumption of this part of the natural and environmental resources, namely, the green GDP is a situation was volatile, if the depletion of natural resources and the environment more years, then the minus of the conventional GDP increased, resulting in decreasing the value of green GDP.Further shown that the conventional GDP accounting approach only reflects the amount of economic growth and does not reflects the quality of GDP growth, that is, economic growth does not reflect the course of nature and the environment of consumption, that is to say the conventional GDP in Huaihua City has some of the growth are input of natural resources and wear and tear on the environment increased, and its conventional of GDP growth in the results of the calculation are high, thus demonstrating the economic production of Huaihua have some at the expense of natural and environmental resources for the price.
