| It becomes new trend for global city development that set up a highly-effective eco-function of urban ecosystem, push forward ecological city construction. Urban forest is inevitable outcome of urbanization and eco-safety mutually. Urban forest construction is basis and support of healthy urban eco-construction and trend for urban eco-construction in 21st century. China is under the key period of all-round well-off society construction. It is main pattern of higher-level harmony of man and nature that transfer forestry development concept, break through traditional forestry mode, go forward urban forestry and set up city forest.Qinling is climate boundary of north and south in China. There are abundant forest resources in north slope of Qinling in southern part of xi'an and regarded as garden for Xi'an. Since the state implemented the policy of development in west China, Xi'an city government continuously innovated work idea in case of new situational requirements. It made an effort to form'Green and ecological Xi'an'following the goal of finishing afforestation in plain part in three years, conversing land to forest in five years, afforesting the river bank and edge of the highland in eight years and restoring vegetation of shallow mountains in ten years. It began to implement the strategy of project drive, successively did conversion land to forest, natural forest conservation, plain afforestation, Japanese yen loan, green passage and great afforest etc, and got glorious achievements. Under the circumstances of Xi'an constructed internationalization, marketlization, humanlization and ecologicalization, and during the period of treatment and destruction co-exist for China's eco-construction, Chang'an advanced to implement new Chang'an strategy, and set up culture, science and education for new Chang'an in order to adapt Xi'an metropolis development and speed the process of urbanization of Chang'an and make it mix Xi'an together and realize close connection to Xi'an and also keep it characteristics of garden for Xi'an. Forestry is main body for eco-construction and ecological Xi'an construction is mportant components of ecological Xi'an. Forestry development, eco-environment improvement and acceleration of urbanization will certainly push forward advancement of internationalization, marketlization, humanlization and ecologicalization. The article will take a method of integration between theoretical elaboration and analysis to conclude theory for urban forest construction. It delivers development aspiration, goal, strategic layout and ensuring measures for urban forestry in Xi'an after all-round and systemic research for forestry development in Xi'an. It advances the ecological framework for forest construction in Xi'an through its need for nature historical culture and urban ecology to build a harmonious and green eco-environment between mankind and nature.The main research results for the article as follow:1.By analyzing the datum which provided by Xi'an garden bureau in 2007, it showed that Xi'an's city zone has achieved 261.4km2,parks(51), squares and greenbelts (241),greenbelt proportion per capita(7.59m2),virescence rate (39.82%);citywide plantation area ( 362028.7hm2 ) ,broadleaf area ( 230068.8hm2 ) ,conifer area(42421.2hm2),mixing area(89444.3hm2),account for 11.7%,63.6% and 24.7% respectively.2.After an analysis of the situation of urban forest resource, urban forest resource classification, dynamic change, structure change and quality change,the characteristics of the urban forest construction of Xi'an are given.3.The ecological functions of the urban forest eco-system of Xi'an is assessed, including the organic matter production, soil conservation, water conservation, Carbon dioxide consolidation and oxygen release of the urban vegetation of Xi'an. In light of the method of Gao Xueling, the ecological functions of the urban forest eco-system of Xi'an are computed and the results show that the ecological functions of the urban forest eco-system of Xi'an is RMB9, 653 million equivalent, which is about 7.6% of the GNP of Xi'an (RMB 127,014 million) in 2005, and 26 times of the forest production (RMB 370 million) of Xi'an.4.After an analysis of the existing problems of the urban forest construction of Xi'an, the principles, objectives, general lay-out, orientation and supportive measures for urban forest construction of Xi'an are developed and the key areas for development and research are given.
