Since 1980s, pesticides, fertilizers and other agricultural chemical products are widely used which helped increase the output of vegetables, but at the same time, it also seriously polluted the vegetable products. Furthermore, the second pollution often occurs in the course of vegetables storage and processing which seriously impact the quality of vegetables. How to make the urban and rural residents get the so-called"assured vegetables"is a goal that new stage producers pursue and a hot consuming topic among consumers and the direction of the development of vegetables as well.This Paper carried out a systematic analysis on the planting area, production and development of the vegetables of Xianyang City with the approach of field investigation and statistical analysis. It also conducted an investigation on the existing problems of vegetable industry through data access and site visits. Based on the results of investigation and data analysis, the principal problems existed in the vegetable industry of Xianyang City can be concluded as follows: (1) The abuse of chemical pesticides; (2) Excessive use of nitrogen fertilizer; (3) Toxic gases and the "three wastes" are serious. Toxic gases including sulfur dioxide, hydrogen fluoride and chlorine are harmful to vegetable crops in different ways; "Three wastes" refer to toxic organic compounds, industrial wastes and life wastes; (4) The harm of pests is serious; (5) The detection of pesticide residue of pollution-free vegetables is turned out to be difficult; (6) The declaration of the origin of pollution-free vegetable is not positively; (7) The production of vegetable is always aimless.To address the above-mentioned problems, this paper provided the development strategies and technical countermeasures, including: (1) Enhance the guidance and monitoring of the safe use of pesticides; (2) Improve the vegetables quality detection system thus ensuring the quality of vegetables; (3) Promote the standardized production of pollution-free vegetables; (4) Establish a highly-efficient service system of technology extension, and raise the vegetable production level; (5) Set up the brands of pollution-free vegetables; (6) Establish the large-scale production to reduce the price of pollution-free vegetables; (7) Promote the commercialization of post-harvest handling and processing to achieve conversion efficiency; (8) Adjust the industrial structure to appeal to the international market; (9) Take full advantage of the application of "three bayous" in the production of pollution-free vegetables.
