It is of great significance to face the crucial situation that there are ten millions of poverty farmers in mountainous area at the new stage of building overall well-off society, and the local government should take great responsibility to develop sustainable forestry industry for anti-poverty. There are abundant nature resources, and the subsistence value of forest is very important to local people living in mountainous forest abundant area by providing the daily life needs. But the level of socio-economic development is low and people are poor and heavily dependent on local forest and biodiversity resources, so forest conservation and ecological environment protection and sustainable socio-economic development are the urgent task of the local government. Some forest projects, such as water and soil conservation project, forest eco-touring project and so on, have to be integrated into poverty alleviation and development project, enhancing collaboration between different programs.Luotian, in Huibei province, as the study area chosen in this paper, is exactly a typical poor mountainous area; there are rich species, suitable climate, fertile soil, abundant labor to develop ecological forestry and rich forest resources. So it not only brings about the challenge but also gives opportunity for the government and the local people to develop ecological forestry by exploiting the abundant forest resources to alleviate poverty.The current situation and information technology demand of in mountain area are analyzed. The traditional Management Information System (MIS) has not been able to meet the needs of situational development in many aspects. The importance of building an advanced information system based on Geographical Information System (GIS) for the government is discussed. The GIS provides decision support for forestry project and forestry sustainable development to the local government. It changes from the traditional statistical data management to the spatial data management and, makes decisions based on the spatial data and property data. Through combining spatial data with property data, and executing space analysis, the local government can attain more useful information easily, such as, what is the distribution of poverty villages in the mountain area? Where is the most suitable place for forestry project to increase the farms'income as well as improve ecological environment? What is the difference of the distribution of poor people in the past two censuses? How many poverty farmers will benefit from the projects? The answers of these questions are helpful for government to take efficient steps to making anti-poverty decisions. Meanwhile, the visualization-a function of GIS can make information and results of space analysis shown out on the screen in all types of table, chart, etc.This paper refines all necessary data, and studies the characteristic of these data, and the integrated method of forestry, social and economic data in details. It carries on an overall study on the component technology and component GIS (ComGIS), and introduces the methods of secondary software development based on ArcEngine 9.0 and Expatiate the properties, methods and events of the ArcEngine components in common use. On the basis of these, through the user's demand analysis , the analysis and design of the system function, the general framework design, the system database design, to create user-interface friendly, robust and maintainable software, a systematic method to do Object-Oriented Analysis and Design (OOA/D) while applying Unified Modeling Language (UML) notation is used. With the assistance of the excellent GIS software, ArcEngine 9.0, which is with the components of data processing, map editing and spatial analyzing, combined with spatial database engine ArcSDE9.0 which serves as a platform, by applying large-scale commercial relation database management system, SQL Sever2005, the system has realized its integration in Visual Studio C#.NET development environment.
