Water resources in Hebei province are rather scarce. The conflict between watersupply and demand becomes an urgent problem; water scarcity has become a bottleneckthat restricts the societal development in Hebei province. Traditional water resources onlyinclude surface water resource and ground water resource, as an important part of waterresources, soil-water resource has been recognised gradually. Soil-water resource is rich inHebei province, and traditional water resources in Hebei province are rather scarce, it isbecoming a great strategic significance to utilize soil-water resource scientifically,rationally and efficiently and an important approach that alleviate the crisis of waterresources in Hebei province.Soil-water resource zoning is the foundational basis of evaluation and utilization ofsoil-water resource. Because of various types of topography, vegetation and soil texture inHebei Province, soil-water resource zoning should be carried out based on concept ofsoil-water resource and relative factors which make an impact on soil-water resource inorder to calculate and evaluate soil-water resource. The paper can be divided into the partsas follows: 1.The paper summarizes characteristics and former research achievements ofsoil-water resource. Then the author defines the concept of soil-water resource.2.Topography, soil texture, aridity, and vegetation were chosen as zoning index insoil-water resource zoning based on data about soil-water resource in Hebei province.3.The weight of zoning index is evaluated by using the method of Analytical HierarchyProcess (AHP), the result is 0.1445, 0.4605, 0.2386 and 0.1564 respectively. 4.Fuzzyclustering and Self-Organizing Feature Map(SOM) were introduced and applied intosoil-water resource zoning. The final result was obtained based on validating andcomparing between two methods. 5.it is concluded that Fuzzy clustering andSelf-Organizing Feature Map(SOM) were suitable for soil-water resource zoning based onanalysing two methods synthetically.There are 154 counties as basic zoning units in Hebei province, which were zoned andclassified into 8 soil-water resource sub-zones. According to their topography and location,these sub-zones were named respectively as: plateau in northwest of Hebei, intervale andbasin in northwest of Hebei, foothill in yan mountain, foothill in taihang mountain,piedmont plain to the east of yan mountain, piedmont plain to the east of taihang mountain, alluvium plain by hai river, and plain along ocean shore. The result is satisfied with the factand actual condition of Hebei province and can be used to evaluate soil-water resourcefurther.In the paper characteristic of soil-water resource in Hebei province was analyzed andsoil-water resource was zoned. The achievement offers a theoretical basis to make furtherresearch on soil-water resource evaluation, and utilize soil-water resource efficiently toorder to substitute soil-water resource for surface water and ground water in Hebeiprovince.
