| It is the efficient path to solve the present energy shortage problem in our country, to raise the farmers'living standard, and to speed up the new rural reconstruction steps that advance the rural household methane development. At present, the domestic research places particular emphasis on the study data on the spot in different regional investigation. Though analysis for its economic efficiency, the ecological efficiency and the social efficiency, pointed out the existent problems, and then put forward some related policy proposal. But there has not formed a set of complete theory frame regarding the rural household methane development mechanism; the existing literature research refers to various aspects, but has not had a thorough research. Therefore firstly the article carries on the detailed elaboration to the current situation of rural household methane development, and analyses the existing problems during its developing process as well as the reasons why these problems happened. Then, take the household, the village organizations, the technical department and the government as the study objects, through to their driving force reciprocity analysis, establishes the rural household methane development mechanism which is based on rural household methane cooperative organization, and proposes the construction mentality to this mechanism, and finally gives some practical significant policy suggestions.Chapter One: Introduction. By taking the present analysis for methane development in our country as the research background, through the summary of the domestic and foreign methane related research literatures, discovers the remaining consummated place in the current research, then proposes the research goals, the research significance and the research mentality, simultaneously also gives the innovation of this article.Chapter Two: The current situation and existing problems in rural household methane development. Through the elaboration of its current developing situation, especially the developing situation in Shaanxi Province, points out several problems within the rural household methane development, such as the inefficiency in biogas resources use; the funds insufficiency in rural household methane construction; the backward of methane technical level, and the imperfect of socialization services structure; the farmers'lower degree of education, and the insufficient ability to accept new things; as well as lacking of a consummated methane regulatory policy laws and regulations. Chapter Three: the obstacle analysis during the process of rural household methane development. This chapter researches some reasons which exist in the process of rural household methane development, finds that the reasons mainly includes: the backward technology of methane-generating pit construction, the bad quality of the project; the unitary variety use of methane-generating pit fermentation raw material; the limitation of farmers'recognition; the lack of specialized service team and the related organizations; the imperfect of methane construction supervision system.Chapter Four: the developing-drivers analysis for the rural household methane. Firstly, through studying the game relation between the household and the government, analyzes the two bodies'behavior, and then bring forward suggestions which based on the game theoretical outcome and finally search a route for reaching dynamic equilibrium for the sake of achieving maximizing self-benefit, makes the household to advance rural household methane development voluntarily and positively. Then taking Shaanxi Province as an example, through the analysis for the environmental main factor's score and ranking status, we find out that the rural household methane development has a tremendous influence to different area environmental aspect.Chapter Five: The mechanic construction of rural household methane development. Firstly, through the analysis for household, the village organization, the methane technology department and the government during the development of rural household methane development, analyzes the reason, the objects and the main body frame of constructing rural household methane development mechanism.Chapter Six: The policy suggestion on rural household methane development. In fact, rural household methane development in our country is still at the start stage. In this chapter, we give several suggestions on promoting rural household methane development: developing biomass resources vigorously; expanding the origin of methane fermentation raw material; strengthening the government market supervision, establishing the incentive mechanism; encouraging the technological innovation, gradually establishing complete rural household methane using system; reforming operational ways, and establishing methane cooperative organization. |
