| With increasing completeness and deepening of the education system of our country,education itself has achieved a successful development in our country. While the scale ofcolleges and universities expands time, problems emerge concerning public health managementof colleges and universities. Especially for health management to different degree and withdifferent contents, great safety threats exists regarding the supply and safety guarantee of foodand water, because of the complicated circumstances and concentrated people within theuniversities. Also, the emergence and diffusion of infectious diseases becomes an severe healthhazard under the populated living environment. To maintain the healthy and orderly developmentof public health is a complicated system engineering program. Building scientific public healthsystem and establish a sound system of colleges and universities involves various functionaldepartments, the secondary institute (department), the teachers and students as well as socialforces.literature method, case study method, method of questionnaire investigation andsummarizing method is used in the research process of this thesis. The following aspects arestudied on the comprehensive use of the above research methods:（1）The introduction part. Mainly illustration for some specific situations including thepresentation of the paper, literature review, research methods and research framework.（2）Induction and overview of public health of the colleges and universities, the publichealth system, public health emergencies, and reaction mechanism, including analysis of basicfeatures of public health emergencies in colleges and universities.（3）Analysis of public health management of colleges and universities and the existingproblems. The study come to the conclusion that the main problems covers the following aspects:the dim public health awareness of college students, the week psychology of public health, thelack of common knowledge of public health, the absence of role for medical institutions incolleges and universities, the vague function of other public health management and theinadequate public health emergency management system.（4）Construction of public health system. Leading institutions together with five-levelpublic health system of public health can be set up.（5）Summary of the paper, including summary and suggestions for the paper, researchlimitation as well as the application of research. |
