The human resources are the most valuable asset in the hospital, and it is one of the most critical and dynamic health resources to the hospital. It can be said that the competition in the hospital finally become the competition of human resources. How to retain talent, cultivate good talent, while effectively curb the brain drain has become a major issue facing hospital development. Domestic and foreign scholars to explore issues related to the hospital brain drain in depth, but researches are focus on the theoretical discussion, and more by pure academics or students. The results of the study are difficult to resolve the pressing practical problems of Chinese medicine hospital.This paper focuses on the loss of the talents in public hospitals. It involves a detailed analysis of the relevant theoretical and practical condition. As a case study of a top three public hospitals in Wenzhou involves in-depth analysis of the reasons for the loss on human resource in public hospitals, extract major influences of brain drain in various levels. Moreover, it depends on the W" hospital satisfaction survey to analyze and verify the relevance of these satisfaction and turnover tendency.This paper first introduces the subject of the proposed background, current research, research methods and ideas. Shortly thereafter, combing incentive theory, introduced the special nature of the human resources of the healthcare industry. Then elaborated our country medical personnel loss situation, and analyzes the reasons of the loss of medical personnel. It analyzed W Hospital personnel reasons for the loss in the qualitative and quantitative way. Based on the depth interviews of hospital personnel, the design of the questionnaire comes out.242valid questionnaires were collected, converted into a database using Stata statistical software, further tap the hierarchical brain drain factors, and demonstrates the impact of the factors on turnover intention. The results show that the factors at various levels of brain drain due to the different needs of various levels. The overall satisfaction of hospital, promotion mechanism, employing mechanism, and colleagues turnover on employee turnover tend to have a significant impact. Finally, the proposed recommendations to improve W Hospital Talent Strategy:to provide a good working atmosphere; perfect management mode; improve the existing Titles Evaluation System; and emphasize on incentive pay.
