Expatiating on the meaning, theoreticly and practically, of establishing the bioclimate analysis system, this paper aims at the problem of the immense complex climate data and the trend of the agroclimate information system. And it introduces the whole development process of analysis system from the development environment, mode, method, system analysis to the system designing and programming.The bioclimate analysis system was developed in Delphi 7.0, based on winXP. According to the sofeware engineering thought and method, the system, adopting the structured of C/S mode and OOP, was developed step by step from system analyzing to system designing and programming. The paper bringed forward the whole aim and designing project in the system analyzing and designing process. During the system realization period, we, beginning with the basic module linked all modules togther according to the general designing structure, and eventually formed the whole analysis system.In the analysis system, the paper confirmed the whole system frame through analyzing the climate factor , crop index, data flow and system function . The whole system was composed of six function modules including users login module, climate factor management module, bioclimate index module, bioclimate evaluation module, soil database module and single station evaluation module. Each of them was mutual independence and easy to replanting.Finally, the paper provided a set of bioclimate analysis system, which had lots of advantages in practical function, friendly user interface and handy eperation. The system sofeware main function menu adopted the style of windows menu, which was easy to use for people who are familiar with windows.A case of cotton climate factor ,the author adopted seven evaluation index including boundary temperature, thermal requirement ,temperature intensity requirement, extreme temperature,optimum temperature , optimum rain and optimum sunshining hours ,then evaluated the basic information and meteorological factors. The system runs properly in the whole evaluation process and the evaluation result match with the reality. The system software is not only a powerful tool in the climate factors stat. and accouting, but also the scientific basis for crop spatial distribution, risk evaluation and new crop introduction.
