This paper presents the research and realization of Geography Information System of comprehensive manage of plant diseases.Supporting windows/NT , the research Active X is directly set in this application with VB. The function of GIS can be carried out by the programmme, with object-oriented analyse.property database and space database take advantage of eleven kinds of models(mid-term and short term) on wheat or corn disease and insect pests which are acquired by referring to literature and consultation exports, considering weather and concrete surrounding in different regions, analyzing the growth and decline in occurrence of main plant diseases and insect pests and the qualitative and quantitative relationship. Knowledge database and model database are open to user. They dynamically link with inferring engine. So users can modify and append model freely.So, combining artificial intelligence, GIS technology, knowledge of plant protection and decision-support system, the prevention and control of disease and elimination of pests can be systemmed. Abstract data is transformed to a clear electronic map. The main plant disease and pests about crops, vegetable and fruiter can be exact forecast-diagnose and prevetion decision-making, being combined some factors, these factors include dynamic-meteorological condition, harmful living beings, variations of crops production in different ecological region . it can give the dynamic forecast and some prevention advice even in some various conditions of plant diseases and insect pests. GIS can point out which region is heavy, moderate, light or non-occurrence area. Through the variation between different years, the law of variation and the spreading direction in different regions are reflected. It can guide agricultural production directly and has the powerful pertinency validity and practicality.The edition of network about this application can offer the service of teleforecast and52 % % 53%consultation.
