With the development and application of information technology, the tide of information is impacting every country and region. Nowadays, information is being performed in all kinds of fields throughout our country. Under such circumstances, it is significant to develop the management information system on identification of new varieties of plants, to meet the needs of the protection of plants new varieties, which is a valid access to improve the level of administration and service, and the efficiency and accuracy of new varieties identification. At the same time, such system should be done by our country which is a member of UPOV rich in plants.Using the protection of new varieties of plants as object, the system basing on gel electrophoresis fingerprint has been developed. It has achieved the quick compare among fingerprints of different or same gel, which improved the efficiency and accuracy of new varieties identification. Thus, the computerization of new varieties conformation has been completed, and the efficiency of identification has been improved. Especially, when there are many form indexes for identification and many varieties, the efficiency is high. In the fingerprint image identification module written by Delphi, many functions has been achieved, such as the function of fingerprint image processing (gray conversion, contrast ratio adjustment, median filter, etc), the function of analysis of fingerprint (including selecting lane, signing band, computing the relativity transfer rate of band) and the function of comparing and outputting the results, etc. In the morphology identification module, written mainly by ASP, the function of comparing varieties form characters has been achieved.
