Sugarcane industry in Guangxi face a strong competitive stress when China join the WTO and the world economic globalize. Fifteen thousand kilograms sugar per hectare techniques are effective measures to reduce the cost of sugarcane industry ,and to improve the profit and competitive ability. That would made this industry develop persistently. Since 1998, Fifteen thousand kilograms sugar per hectare techniques have been putting in practice. But it developed very slowly, most of extension area were still remained in the demonstrating stage. The planter's cultivating skills have not been improved. Traditional cultivating methods were being used by most of the planter. Fifteen thousand kilograms sugar per hectare techniques were not been put in practice actually. The purposes of this research were to find out restrict factors in new technique adoption through the analyzing of planter's adoption behavior in Shangsi county.By analyzing theoretically on the restrict factor in planter's adoption behavior and releasing questionnaires to the planters and talking with them on a door-to-door basis. This research analyse the current situation of Fifteen thousand kilograms sugar per hectare techniques adoption and their restrict factors. At last this thesis summarizes the research conclusion and present suggestions.The conclusions are as follows: low income, lack ability to resistant hazard and poor education were the main restrict factors to adopt new technique in Shangsi county. The policy prompting is more important because the planter's lack of initiative power to adopt mew technique. Technique service lag, the price alteration frequently, and high cost of technique restrict the new technique adopted by planters. According to this conclusions, some advices were suggested: 1. to improve the situation of sugarcane production, and increase the planter's ability to adopt new technique. 2.to develop the rural education, and improve the planter's knowledge, to made them adopt new technique actively. 3. to build a effective agricultural technique extension system, and serve the planter with quality services.
