In the later twentieth century, because of the leading of the breakthrough in technology industry, information industry and material exploring, the tide of globalizing landed in every corner of Global Village. At the same time, globalized competition took the edge off regional characteristics, and intensified the character of accommodation. With the homogenization of the architecture materials, the interoperating of structure technology and the convergence of the design conceptions, it resulted in the consequences that the characteristics of cities were weakened and the various kind of environment were vanishing. Nowadays of the twentieth century, such kind of impact is raging hotter. It is also difficult for institutions for colleges and universities, the important part of every city, to maintain the original characteristics, so that the styles and types of them are becoming modular, and the primitive symbiotic relations between architectures and city, along with that between city and citizens are ruined.The significance of architecture is no longer the shelter protecting people from wind and rainy, it has already carried affections of people. People find sense of identity and belonging in architectures and architecture has become the integral component of people's survival environment. The historic and cultural characteristics of architectural environment is the achievement performance of the local natural and cultural environment investigations carried out by human-beings, and it has the characteristics of continuous development and renovating defined by both time and space. What found in the regional creative ideology are the expressive techniques that can amalgamate with the particularity of the regional environment, and follow the local ecology. This treatise catches the crucial part of the problem by focusing on regional characteristics to research the renovating in colleges and universities, and guards a pass for this renovating at root.On the premise of this, the treatise expounds the fundamental foundation of renovation of Harbin colleges and universities--the regional environment, which should succeed to the modern technologies and conceptions critically, and assimilate gist of traditional technologies and culture deliberately.
