Highway transportation is the main components of modern transportation system.The fundamental function of highway network are serving for the development of social economy and bearing the transport tasks of passenger and freight. But as the increasingly of regional economy, the maladjustment of structure and function of highway network system is appeared, which can not well to meet the demand of passenger and freight transport. So it is very necessary to evaluate the realization state of highway network basic function and find out the problem of highway network.Accessibility is the basic function of the highway network system and also a very effective indicator used for evaluate the efficiency of the transport network. Accessibility not only reflects the fast and convenience of highway system, but also plays an important role in the overall evaluation of highway network. But now the small-scale study of regional accessibility is relatively weak, especially the study of considering the potential transport demand. Measurement of existing research have used travel time or distance as the only standard in accessibility calculations, without considering the demand for transport nodes and the nodes'level in the highway network system. Therefore, this paper tries to seek changes in the concept of accessibility and build up the appropriate evaluation method based on previous accessibility studies.This paper proposed the concept of accessibility based on the transport demand and build evaluation system of accessibility with consideration of transport demand and the node-level. The proved system includes three types of index of accessibility evaluation, such as the accessibility of regional nodes between all levels, regional node accessibility and the highway network accessibility. In this paper the potential demand for transport and node-level concepts have been considered in the study of accessibility measurement and evaluation.
