Study On The Statistical Analysis System About Road Traffic And Accident Database Of Background Factors

The research about the rules of Road traffic accidents is the major role of Macro guidance in objective analysis of causes of road traffic accidents in China, evaluation of implementation effect for the existing traffic safety management measures, and related suggestions of modifying traffic safety laws and regulations. At present, Our only collecting data of accidents can not fully excavate internal cause of accidents. It is very absurd to have the conclusion that the accident is prone to occur in sunny but not rainy days, only because in 2008 china the number of accidents occurred in sunny days accounted for 77.33% but for 8.86% on rainy days.Obviously, It is very difficult to analyse scientifically the causes of the accident and obtain reliable conclusion, because of lacking of basic statistics about the related influential factors of traffic safety. Currently, China can not pay attention to statistics about accidents data of related background factors, as well as no establishment of unify the perfect management system of collecting data and database.Therefore, this paper proposes collecting data of accident background factors, and discusses the construction and application of database of the background factors.Based on the discussion of road traffic accidents background factors influence on traffic safety, on the basis of comparative analysis Domestic and overseas data acquisition of accident, this paper proposes the concept of accident background factors, establishment index system of background factors and collecting data which databases are the origin of them.According to collecting procedures of upstream data that is "inherited", "extracting" and "integration", basing on the existing database index system for the source data that background factors involved in, combination with construction of Oracle database system structure, this paper constructs the complete database design scheme of the background factors.Reference to overseas accident statistics analysis technology and research achievements, this paper can establish the statistic analysis system of background data fitting in with our country analysis model of road traffic accidents background, summarizing the whole status and development trend on the road traffic safety,finding out the main background reason causing accidents, extracting safety countermeasures, and providing the scientific basis for adoptting scientific and effective road traffic safety measures.
