| After the power system reform,electric power grid enterprises all assume sole responsibility for their own profits and losses,which pay high attention to cost management than ever. However,since aerial electric distribution lines' investment and operation cost share a very important quotient in the whole investment of power system.Now our country's electric power industry apply overall Process Engineering Cost Management Mode generally.This mode brings the whole realizing process which is from the project's start to the project's finish into the cost management,and the process starts with the phase of advice book and feasibility research and end at the project's finish and final accounts.This flow has a very great progress comparing with the early budget control just to construction phase,but it does not include the management to the cost of the project's run and maintenance and does not form a closed loop control process.The Life Cycle Costs(LCC) management sets out to explore from life cycle of the whole project which focuses all the way from the device and system's planning,design,construction,sourcing,run,maintenance,upgrade,rebuild to scrap basing on project's long-term economic benefits.LLC gives an eye to long-term gain and loss and seeks for lowest resources to be spent during the project's life compared with traditional economic analysis technology.Based on the characteristic of electric aerial distribution lines' cost,this paper proposed applying Life Cycle Costs (LCC)to analyze the decision-making and also to provide support evidence to aerial electric distribution lines device selection to ensure transmission capacity,liability and safety to be achieved as well as satisfying finance efficiency.By means of applying the LCC Analysis in Equipment Modification and Equipment Selection of aerial distribution lines in MinHang District of Shanghai,find out that: equip the original aerial electric distribution lines with the reactor will lead to high initial investment,but the reduced Failure-Cost come from the long-term running aerial electric distribution lines without the reactor will make up for the high initial investment,so the selection is of benefit. When making choices among the equipments with same function,we should consider about the initial investment as well as the life of the equipments,then we can make the optimal choices.The Breaker PRW10-12,Transformer SBH11-M are suitable for applying as long-term running equipments,and the protection equipment of insulated wire PSL-12/4 can be widely used because it not only matches the operational requirements but improves the shortage against lightning of the insulated wire.According to the LCC calculating result we can give out some improvements about the management of spare parts in the storehouse.We should look on the equipments that take up mostly of the funds as crucial equipments,and reduce the amount of these spare parts to improve the utilization of the funds.Thus proves that applying the LCC Analysis in the management of aerial distribution lines is of positive significance. |
