Construction industry has become the pillar industry in construction of rapid growth in our country; construction of the security situation is getting worse. The thousands number of people lost life in construction accidents every year, construction accidents have become frequent high-risk industries. Raise the level of construction safety is our priority at this stage of construction production but urgent task.This paper pointed out the construction safety management shortcomings based on the risk management of construction safety at home and abroad. From the identification of construction hazards, combining accident-causing theory gives rise to an accident hazard mechanism model, and the high fall accident in construction common example was the accident causes analysis. On this basis, from the construction business and post are established risk evaluation index system of enterprises and post risk assessment system, all levels index are brittleness analysis based on AHP, and enterprises and post carried out risk assessment on gray association degree theory. According to the evaluation results, foreign advanced experience and work injury insurance rates in our country cannot meet the generally low status of the fund balance of payments, the basic rate of China's construction industry is 5%. For different levels of construction enterprises, one level is up or down the industry standard rate of 20% based on safety grade III as a benchmark. At the same level of risk for the enterprises, it adjustments under the company's accident rate over the past year. At the same time, it gives work injury insurance rates formula on the risk level of injury and gives several suggestions about risk management accident prevention based on work injury insurance rates.
