The improving railway network and increasing passenger volume have brought new challenges to the operation management of railway passenger station. On the one hand, increasing complicated streamlines bring security risks while meeting the needs of different passengers, due to intensive time for arriving and leaving and imperfect equipments. Now, most research on safety evacuation focus on the emergence management in the disaster situation, such as explosion, fire and so on, but few on normal operations. On the other hand, the values of safety management in West are not entirely suitable to our conditions, because of the cultural difference, psychological factors, "centralized waiting" and "evening leave and morning arrival". Therefore, it is necessary to study and analyze the passenger assembling behaviors and the security problems of passenger stations under the normal operation, in order to provide more convenient and efficient service.This paper identifies the bottlenecks and analyzes the affection factors and their elimination methods. Then, it points out that the safety of railway passenger station should be evaluated from the following three perspectives:pedestrian traffic characteristics, assembling rule of passenger and facilities services capabilities. The pedestrian traffic characteristic is the theoretical basis. The assembling rules of passengers and facilities services capability are for the specific environment in the station. The above three aspects should be included in the analysis of evaluation criteria in the normal operation.On this basis, the paper uses the ideology of crowd dynamics to analyze the affection factors of people evacuation and optimal design methods. Then it puts forward the quantitative analysis method for the safety of passenger assembling based on the space per capita and the capability matching in railway station and defines the threshold value of the service level corresponding to the crowded feeling.Finally, the Beijing West Railway Station was chosen as a case study. Considering all of these factors, the paper evaluates the station's safety, and suggests improvement measures, which verify the feasibility of the method.
