With the rapid development of China's highway tunnels, energy-saving of highway tunnels in the era of low-carbon economy and new transportation has become a common concern issue of transportation industry. Tunnel energy-saving is a systematic and highly integrated work. If just rely on energy-saving technologies simply, we can not ultimately solve the problem of contradiction between energy supply and demand. The key to energy-saving in highway tunnel system is making use of system management methods to reduce energy consumption, improve energy efficiency, promote energy conservation behavior and construction of roads energy management. And this paper is a study to the above-mentioned background.The paper finds the influence factors of energy-saving on the basis of the classification of energy and tunnel energy consumption. Based on the relevant industry experience, combining the characteristics of highway tunnels, proposes the concept of tunnel energy management and divides it into three stages. Through the analysis of highway tunnel energy management's goals, objects, contents and establishments of management departments, as well as applicable conditions and the management pattern, builds the highway tunnel energy management frame type for the first time. Within the framework, the concrete research is conducted.â‘ By analyzing the essence, investment process and financing features of EPC in the management of energy-saving project, gives the suggestion of how to choose operation manners of EPC at present. It points out the main obstacles and existing risks of EPC in the operation of tunnel energy-saving project and advances some corresponding countermeasures, at the same time puts forward the BCSS model.â‘¡According to the purpose and significance of energy-saving potential diagnosis in the highway tunnels, the flow of energy-saving potential diagnosis in highway tunnel electromechanical system are introduced. Quantitative energy balance chart, qualitative fish bone chart and system architecture diagram are analyzed, the paper advises to adopt the electric energy balance method which combine quantitative analysis with qualitative analysis to improve the efficiency of energy-saving potential diagnosis.â‘¢The paper analysis the estimation of project investment and energy saves and then find out the factors affecting the estimation of energy saving quantity. By analyzing the advantages and disadvantages and uncertainty of a variety of commonly used methods of economic investment decision-making, the model of decision-making in highway tunnel energy-saving project is put forward.â‘£Based on making clear the purpose, meaning, basis and process of highway tunnel energy-saving performance evaluation, evaluation index is analyzed and then establishes the evaluation intex system of highway tunnel energy-saving performance and introduces the model of highway tunnel energy-saving performance evaluation based on entropy weight cloud matter element for the first time.Finally,the paper takes WulongShang Tunnel as an example to analysis and calculation. Based on the practical example, the methods of this paper are proved to be feasibility and rationality. And the key is the calculation of energy-saving performance evaluation model; the result proves that the model is scientific and validity.
