At present, road transport has become one of the main means of dangerous goods transport. There is a huge potential risk during transport of dangerous goods, which could cause serious consequences in the event of an accident. Although there are many laws and systems related to transport of dangerous chemicals to regulate the safe operation and management of dangerous chemicals transport, there is still a lack of effective supervision and monitoring measures for vehicles of dangerous goods.The system for dangerous goods vehicle monitoring in transit based on GPS/GPRS/GIS utilizes GPS as a means of vehicle locating, with GPRS as the wireless data transmission channels, and GIS as an information monitoring platform to achieve real-time monitoring, incident alarm, reasonable scheduling, and information publication for dangerous goods vehicles in transit.This paper has studied the monitoring system of dangerous goods vehicle and its relevant technologies on the basis of previous research results. Its main content includes the development of headquarters monitoring center and GPS/GPRS module of vehicle terminal which relies on a portable computer for the control system. Details are summed up as follows:(1)The whole system project and system monitoring parameters are designed, including vehicle running parameters, chemical status parameters, and other state parameters triggering the system alarm.(2)By analyzing the protocol of NMEA-0183 and the GPS receiver of Holux GR-87, this paper has realized the information collection of GPS based on Microsoft Visual Basic for the development environment, including the latitude, longitude, the direction of vehicle motion, speed, and altitude and so on.(3)By analyzing the AT command set of Siemens MC55 wireless module, this paper has realized the communication between vehicle-mounted GPRS wireless module and the monitoring center based on Microsoft Visual Basic for the development environment.(4)The system data communication protocols has been designed and developed based on Microsoft Visual Basic. So the vehicle terminal can communicate with monitoring center in accordance with the data communication protocol specification. (5)An integrated system database and a database server have been designed and created based on SQL Server2000. The database stores all data except electronic map which is stored in a group of documents by oneself.(6)With Visual Basic, Arcgis 9.x and MatrixVB as the development environment, this paper have achieved the monitoring functions of GIS electronic map in the monitoring center. We can achieve the monitoring of dangerous goods vehicles both early warning, map information query and vehicle information query functions on the electronic map.(7)The monitoring and early warning system has been developed by the integration of each module. And a whole experiment has been made, in which the vehicle terminal made use of the portable computer as the controller that controls the GPRS module and GPS module through the serial port. The states of vehicles and dangerous goods were simulated depending on software to realize the function of a vehicle-mounted terminal.
