In order to adapt to the comprehensive construction well-off society goal request, the network will expand scale, rapidly improve transport capacity and increase equipment level. According to the long-term rail network planning (2008), China will be built by 2020 passenger dedicated line (PDL) 16,000 km above, the new line around 41,000 kilometers, form for the backbone to PDL, construction of railway and fast speed of auxiliary circuit as fast passenger nets.350km/h high speed passenger transport as one of the important component, with the cohesion is 200~250km/h fast railway mainly, in a very long time memory in the larger cross-line trains to run on-line demand, the transport organization model recommended for high-, medium-speed trains were running on-line mode. This paper studies the organization of inter-line passenger flow and cross-lines have a reasonable opening line, on this basis to study the impact of programs of different train matching factors and decision-making model, combined with changsha-kunming PDL case analysis. Details are as follows:(1) By analyzing high-speed passenger line in China's passenger flow characteristics, generalized cost model to establish passenger passenger flow to determine a reasonable cross-line delivery methods and to study the cross-line train to run a reasonable distance from the organization and offline.(2) Discuss the influencing factors of different speed train matching scheme, Discussed the train at different speeds matching factors affecting the program, focusing on analysis of the main factors affecting transport organization:through capacity, travel speed, station layout and operation of adjustment, and establish the corresponding method of calculation and analysis.(3) Established a rough set decision-making model to the different speed train matching scheme, combined with changsha-kunming PDL a case study.
