Following the change of energy sources and applying energy sources in reason, as well as global awareness of environmental protection, liquefied natural gas (LNG) will gradually displace coal and petroleum and occupy a major proportion of energy consumption. LNG not only brings into their play in development of economy, but also brings fatal threat to persons, property and environment because of its high-risk features. Especially in process of ship-shore interface and manoeuvring in port, extend attention arises to its safety as the manoeuvring environment gets worse. This thesis endeavors to carry out a safety assessment to the ship-shore interface and manoeuvring in port, and raise certain measures to lower the risk or relevant emergency plan based on the risk assessment result.Safety assessment is, on the basis of risk identification and risk assessment, to take possibility of risk happening and its ponderance into account, and to provide risk control measures. FSA is a systematic and structural safety assessment, roundly considering all factors which influence safety of object assessed, not only analyzing after occurred accidents, but also forecasting before accidents' occurring, and systematically analyzing possibility of latent risks' occurring and after effects' ponderance.The content and idea of FSA impenetrate this thesis. Firstly, through looking up and collecting, the LNG accident statistics nearly 50 years was established, then with method of statistical analysis, the risk identification results were attained, which is the first step of FSA. Secondly, with method of event tree analysis, separately analyzing the collision, grounding, contact an incidents while ship-shore interface, determining their risk levels, this is the second step of FSA. Finally, based on the risk assessment, the relevant emergency plan was put forward which finished the last step of FSA.
