In this paper, the risk management theory was applied to determine the key source of risk from analyzing, searching and judging the underlying risks in the water traffic system engineering for Chongqing Yangtze River under jurisdiction of Chongqing MSA, especially the human, ship, environment, management factors. A close-loop safety management model named 4R (Risk,Rule,Resource,Response) was built in view of the risk evaluation on risk subject with key source of risk, and examples on ships and navigable waters were presented to verify the model. The pertinent measures can be got to reduce the incidence of maritime accidents including ship pollution accidents and to improve the supervisory ability of maritime authority through the risk identification and assessment and the emergent managing system will be transformed into a preventative managing system.
