With the rapid advancement of the world economic globalization and the urbanization in domestic, the development of Chinese cities, especially the big cities, will come into the quickest development period in history, the urban construction faces the severe challenge too. The megalopolis must have had the city expansion in order to meet more and more population, and more and more traffic demands. But most megalopolis' expansion of 'person who make the pancake' bring a series of questions of sustainable development, as the urban shape is out of control, traffic jam of urban centre, environmental quality drop, the energy transition is consumed etc.. TOD tactics are methods to solve these problems, leading the area of the city to develop by public transport, so as to control the area and develop and solve the traffic problem simultaneously.This paper analysis the intension and epitaxy of TOD tactics by the relationship between the urban shape and city traffic, and find out the key element to implemented in TOD tactics by analysis of some examples of some succeed megalopolis in other countries; analyzes the serviceability of TOD tactics, in view of megalopolis' spatial structure and the transportation characteristic in domestic, analyses the external environment condition and internal excellent inferior position by using SWOT, then get the measure that should take at present; Propose enormous city's development TOD strategy and measure in terms of macroscopic on the basis of analyzing. On the implementation aspect of the view of China, carry on the discussion in developing problem and solution that TOD should notice. Regard Capital, finally, Beijing as the megalopolis embodiment to study the applicability of TOD tactics and implementation method.
