Water problem is related to the city in the future economic, social and ecological environment of sustained, coordinated development of one of the prerequisites. To achieve social and economic sustainable development, building a modern city and improve the urban and water resources is closely related to people's living standards. National Bureau of Statistics released the 2004 National Economic and Social Development Statistical Bulletin show that in 2004 China's national economy maintained stable and rapid development, and better achieve the desired objectives, China's total water consumption of 5 500 billion m3 grew by 3.4% over the previous year, 79 cities in the country short of water, more than 2.3 million population, 13 million livestock, drinking water occurred in temporary difficulties.As well as the future for a long time, China's long-term water resources will face severe challenges. Statistics show that China's total fresh water resources accounting for 6 percent of global water resources, but per capita is only 2200 m3, the world average of only 1 / 4, the United States, 1 / 5 in the world ranked 121, is one of the world's per capita water resources, one of the most poor countries. It is estimated that China will appear in the water around the year 2030 peak, when the water will reach the upper limit of total water supply and demand very prominent contradictions. Strengthen water resources management, increase income and reduce expenditure to achieve sustainable water resources development and sustainable use of the key. With economic development, people's growing demand for water resources, accordingly, the development and utilization of water resources is also deepening efforts. However, due to the scarcity of water resources and water resources development and utilization of human society, the level of technical constraints, the development and utilization of water resources on the one hand, there have been a serious waste of water, on the other hand, the production of human life so serious water pollution. Water resources development and utilization of the process of externalities arising from growing concerns have been raised "water crisis" continue to mankind itself approximation. Therefore, the collection of water to explore and use is essential.The so-called water, that is, between "Shui" (water) and "water" (sewage pipes) between all of the water re-use. In cities, mainly refers to industrial wastewater and domestic sewage has been treated to meet water quality standards must be used in a certain range of non-potable water. China's water shortage, but water use has not yet received due attention, many people do not understand the value of water and its use, the building is also very small and backward.So far, there are only hundreds of facilities in operation in the water, and mainly concentrated in the large hotels and a small number of units, and the majority of industrial enterprises, institutions and urban residents has not yet been achieved in water use. Departments are often a waste of water and big water. However, It should be noted that water use in the great potential and broad prospects. The facts show that the promotion of water use is to ease the shortage of urban water resources an important means. Therefore, the water shortage in fresh water areas, should intensify their efforts in urban residential water systems, and to further establish and improve the use of city water supply system. At the same time, must be implemented as soon as possible in the water market, establish and improve laws and regulations and operating mechanisms to protect and promote the full use of the water system. Use of water resources in urban sewage of the effective measures to solve the scarcity of water resources and effective means of water use or to protect the environment, the main way to control water pollution is an important socio-economic aspects of sustainable development.In this paper, previous research based on the comprehensive use of the main analysis and model analysis on China's water system in the process, cost-effectiveness analysis and other aspects, the current water system constraints in the development of China's major problems, and water reuse for the smooth implementation of the reference.
