From now to next decade, China will witness the peak period of construction of passenger dedicated line and passenger dedicated line will be built more than sixteen thousand kilometers before 2020. The major conveyance of passenger dedicated line is EMU (Electric Multiple Unit). EMU must operate efficiently and safely because of its cost and high speed characteristic. EMU operation and maintenance institutions are the places that maintenance and depositary of EMU. And all levels of maintenance of EMU are working in them. So, EMU operation and maintenance institutions are the key to the goal that EMU operate efficiently and safely and they are essential part of passenger dedicated line's facilities. Reasonable distribution and appropriate scale of EMU operation and maintenance institutions has great impact on passenger dedicated line operation.Based on abundant domestic and foreign references, according to development of EMU operation and maintenance institutions in the world and progress of passenger dedicated line in China as well as combined with the request of EMU operation and maintenance, the article discussed several models of EMU operation and maintenance in China. In addition, the article analyzed the factors effecting distribution of EMU operation and maintenance institutions. And the article got the set of substitution nodes which could build EMU operation and maintenance institutions by analyzing the importance of passenger dedicated line nodes. Based on this result, the article studied the model which can generate the set of preliminary schemes of distribution of EMU operation and maintenance. Moreover, the article analyzed the factors effecting scale of EMU operation and maintenance institutions and established deciding scale's procedures of EMU operation and maintenance institutions as well as studying the way which can calculated scale of EMU operation and maintenance institutions. Subsequently, based on the quantitative analysis for each scheme in the set of preliminary schemes with respect to the economic factors, the optimal scheme and the several other schemes closed to the optimal scheme are selected. However, the best economic scheme is not feasible in practice in general. Therefore, the practical and optimal economic scheme is determined by qualitative analysis for the optimal scheme and the several other schemes closed to the optimal scheme.
