Abundant precipitation, complex and changeable topography, frequent occurrence of natural disasters, bridge and culvert along the expressway severely damaged in Qinba mountain area, this serious influence expressway traffic normal operation. In order to improve the against water damage ability of bridge and culvert of expressway in Qinba mountainou area, has the necessity to build on against water damage design safety evaluation system of bridge and culvert of expressway in Qinba mountain area, and synthetically evaluated the security of against water damage design of bridge and culvert. Only do these, the service level of expressway should be advanced and water damage of bridge and culvert could be reduced.In this article, research and analysis are based on the natural environment and engineering geological characteristics, combined with bridge and culvert destroy on-scene investigation in Qinba mountainou area. The main factors for the destroy about the bridge in this area is flash floods, siltation, floods, the geological disasters caused by floods as well as the impact of floats and other factors,and the main factors for the destroy about the culvert in this area is flash floods, siltation, leakage, and overload of water pressure.The effect on the bridges and culverts destroy in Qinba mountain area can be divided into natural factors and human factors, human factors which mainly reflected in the unreasonable design, low construction quality,the inefficiency drainage system, as well as incorrectly protection.On the foundation of analysising the cause of water damage of bridge and culvert and studing the evalution theory, contraposed the complexity and illegibility of effect water damage factor on bridge and culvert, made fuzzy mathematics theory and safety evaluation of water damage tighter, established a fuzzy synthetical evaluation theoryin order to fit it for safety evaluation system study on against water damage of bridge and culvert of expressway in Qinba mountain area, given the fuzzy synthetical evaluation to process, make it have strong feasibility and practicability.Using principle of combination qualitativtion with quantitativtion, selected needed evaluation indexes that impacting of against water damage design safety of bridge and culvert,and put forward to relevant evaluation standard. Application of Analytic Hierarchy Process evaluation to determine the index weight, so that the results of evaluation is more scientific and reasonable. Finally to treat the evaluation index based on the maximum membership degree method,and get the against water damage design security level of bridge and culvert.Applying the establish evaluation system for the typical bridge and culvert in supporting-project to deal with the safety evaluation of against water damage design , the results shown that this system is credible , and has the feasibility and applicability of engineering.
