Since reform and opening-up,our country has been continuing to expand the regional economic cooperation,and the metropolitan area has been growing year by year.As an important component of the highway,the ring expressway network has become more and more interactive between the metropolitan area on economy,and it's an important guarantee for the development.At present,however,we take the ring expressway with the same toll standard as the normal highway.Are there some intrinsically relations with our pricing standard of the ring expressway? Facing with the increasingly complex forms of the Chinese economy,how fast will the ring expressway promote the city's economic development circles under the reasonable pricing,and what is the trend of the toll standard,will be the core of the problem of this paper's research.In view of the above phenomena and problems,since the establishments of the charge rating of the ring expressway and the general highway share many similarities,at the beginning,this paper refers to the highway pricing theories from both home and abroad,applies them to the study of the ring expressway,analyses the flexibility of the charging standard of the ring expressway by virtue of microeconomics elasticity theory, and then proposes that the concept of critical point of charging can be introduced to the analysis of the relations between traffic flow magnitude and charging standards. Secondly,through full consideration of originality,locality and regularity of traffic flows of the ring expressway,this paper establishes a toll rates Bi-level Programming Model under the references to the average per person GDP.Thirdly,this paper conducts a case study of the pricing of the ring expressway under the loan circumstances,makes a forecast about the future traffic flow magnitude of the ring expressway by means of the method of the growth rate,and then gives a prediction of the tendency of the development of charging standard in the future.Finally,this paper also proposes recommendations about the measures of developing a reasonable charging standard.Through the research and analysis,this paper has found that:First of all,the price elasticity of the traffic of the ring expressway is not static,but differs on different types of vehicles,and have their own critical point of charges.Secondly,the toll rates Bi-level Programming Model is solvability when taking the traffic flow magnitude and the urban average per person GDP as references.Charging rates derived from the results of the model takes into account not only the repayment of the ring expressway,the balance of profit-seeking managers and the consumption level of the users,but also take full account of the regionality of economic development of China,thus forms an excellent reference for the establishment of charging standard of the ring highway for all cities in China.Thirdly,the prediction of the charging standard in the future proposed by this paper is in line with the government's policy that the charging standard of the highway continues to drop.Finally,the measures and recommendations proposed in this paper possess favorable pertinence and feasibility. |
