On the objective premise that traffic resources cannot be increased unlimitedly,to maximize the utilization of resources,by adopting effective traffic control methods and management strategies,and making reasonable transformation and construction of traffic infrastructures,is an important measure to resolve the current traffic problems,while the reasonableness and effectiveness of which should be based on scientific evaluation of the traffic system and conditions,and the traffic management department also needs a scientific evaluation method and an evaluation system as a reference.The main work of this paper is,ranging from point to line and flat,based on the existing systems and detecting data,to present an evaluation indicator system on the actual running effects of the urban traffic system,including freeway and other roads, and the characteristics of which are:(1)obtained only using the measured traffic flow data without modeling of the traffic system;(2)to respectively evaluate sections, intersections,routes and networks from different levels;(3)intuitive,practical,and to contain information concerned by travelers and traffic managers.We utilize the traffic flow data generated from VISSIM to do some case studies,and then evaluate the system from two aspects:the changes in traffic demands and management strategies,and results show that these indicators can well evaluate the traffic system,and are a guide for the traveler to travel and traffic managers to develop management strategies.A software is developed with C++BUILDER IDE and Oracle database for transport systems,including evaluation functions on freeway and urban roads.The software includes a client module and the background modules:the database module and calculation module.Users can flexibly define evaluation objects according to their needs,with strong portability.Through the design of a reasonable evaluation interface, users can easily and clearly know the current or historical status of the traffic system, and it is easy to operate.Calculation modules run in the background,extract data from the database through the interface to calculate,and then offer the results to the client module for display.
