Freeway is quite important infrastructure in society. Although the freeway developed as rapidly as society, it depends more and more on the monitoring system of freeway. Because of the different demands and devices existed in kinds of freeway, so research on the flexible monitor system shows broad application prospects and enormous social and economic benefits.This paper first briefly introduced the background and structure of monitor system for freeway. Then focused on the software design and achieving progress of sub-center monitoring software system, and gave the detailed introduction on the key technical part. The sub-center monitoring software system was constituted by four parts as follows:1, acquisition;2,communication;3,graphics management;4,CCTV software. The functions of the four parts were:1,acquisition software is the data origin of system, to which the external equipment information data including measure data and status data coming from vehicle detector and variable information board send.2,communication software connect the other three parts of system.3,graphics software offer the main man-machine communication interface, by which the staff can manage the monitor system.4,CCTV software using matrix Switch can fulfill the switching from the external camera to monitors of the monitor system(like television wall)and can fulfill the rotation and focusing of external camera.This monitor software system gave out a complete design and achieving program based on a project of monitoring system in SHANXI province. After requirement analysis on this part of freeway, to enable easy interface, here advanced C/S model of distributed architecture, which designed the database as center, the four parts of software system as single part. In order to make the program concision and easy understanding and modifying, the process of design was strictly followed the classical way of software engineering and Engineering Method, such as package the repeat codes. Paper used object-oriented programming methods to improving the complexity of program and use VC++ code. Management display part used C# code to fulfill its function on the .NET Framework platform.This monitor system program has already been used in practical projects and achieved well results.
