It provides the economic security for water economy that the development of economics and the continuous prosperity of the Heilongjiang Water market.However, due to the effect of Heilongjiang position,water accidents occur from time to time. Especially at the time of the river-thawing in spring and the ice-covered in winter,the geographical damage to these vessels is great,and these water accidents caused by vessel are also hazard.Studying the causes of these incidents,anthropogenic factors are the main ones,including irresistible ones.Of course,the reasons of the vessels themselves can not be ignored.Therefore,it is necessary to study the effectiveness of management for the safety of the vessels in Heilongjiang River.With this purpose,a comprehensive security assessment forces on four elements,including the crew,the vessels,the environment and the management.That is the evaluation of the vessel safety management in research.Based on the previous analysis the mathematical model of fuzzy comprehensive evaluation is constructed.In this paper the fuzzy mathematical model of the vessel safety management is considered as a dynamic one.The effect factors contain the vessel,the crew,the environment and management.In order to analyze these factors,first of all put the elements which affect the factors in hierarchy in order and make sure which elements are essential and then change these factors into sub-factors.Taking into account these factors with different affecting on the upper factors,the influence is relative,experiential and ambiguous and the indicators are also not continuous.So the vessel's safety management is difficult to quantify.Therefore,in this paper use the fuzzy mathematical theory to describe,analyze this kind of fuzzy phenomenon and establish the integrated evaluation mathematical model of Heilongjiang's small vessel safety management.In this paper,vessel safety management model for comprehensive evaluation is firstly constructed with fuzzy evaluation methods.Next,the evaluation model is tested through a questionnaire survey approach to data collection.Safety assessment is aimed at decision-making.Therefore,with the above evaluation process including the identification and detection of the hidden danger in the safety management,safety of the vessel is recognized as a reference for management decision-making.Finally,a summary and outlook is made into application.
