The development of economic has brought about the springing up of cars which,as a result,greatly challenges the parking demands of city centers.The parking guidance and information system (PGIS) is focused as a solution to the contradiction between continuously increasing parking demands and limited parking lots.How to set up an intellective PGIS with high efficiency has attracted to people from both China and abroad and become their concerns.As the current PGIS which is based on the issuing system of classification variable message sign can not provide the individuals with a sound PGIS according to their different requirements,a deep study on the establishment of a users-oriented PGIS was therefore carried out in this paper.Firstly,the purpose and significance of setting up a users-oriented PGIS were indicated by referring to the relevant research and application status of PGIS both in and abroad.With the combination of GPS,GIS,G SM,GPRS and other technologies,the feasibility of building a users-oriented PGIS was figured out and the framework was as well constructed based on the previous studies on PGIS by other researchers.Secondly,the characteristics of parking demands and the influencing factors of parking behaviors were explored combining with the survey data on parking behaviors of Fuzhou central business district, and the importance of an effective parking berth forecast and its forecasting methods were expounded as to provide a basis for the establishment of models on selecting optimal parking lots.At last ,w ith the introduction of time value,a model to select optimal parking lots was set up by considering the minimum generalized parking cost by users from their starting points to destinations as the objective function.Every parameter that interferes users with their parking behaviors were synthetically taken into account within the model while the complexity of the model itself was simplified.In the generalized parking cost function,trip cost to parking lots,parking cost,walking cost from parking lots to destinations were comprehensively considered as well as the cost which might happen on the users for seeking another parking place because of the full occupancy of the first selected one.Therefore,the objective function can better reflect the real conditions users might come to when parking their cars,which ensures the minimum of generalized parking cost and improves users satisfaction with their first selected parking lots.
