In the next 20 years,China will see a peiod of rapid development in urbanization and industrialization.Due to the great differerces between regions resources and environment capacity and development potential,objectively with the requirements of according with the scientific concept of development and the strategy of sustainable development,the more targeted and differentiated regional development policies and performance evaluation system will be taken.The so-called principal part functional zoning is defined as different regions that determined the specific functions of the main types of cell space which are based on resources and environment carrying capacity,the existing development density and development potential,and other conditions.The principal functional zoning division is a new issue of China's regional planning theory and practice.Three Rivers'head source lie in Qinghai Province,and it is of great significance and far-reaching for the country's ecological environment and sustainable development,so principal function zoning division of Qinghai Province should be deal with a more rigorous and in-depth consideration of the ecological functions.Papers tried to the way of eco-oriented of the principal functional zoning division to establish the"ecological footprint"and"biological capacity","development potential"index system as the characteristics index of the principal function zoning.With the introduction of principal component analysis,K-means Cluster and so on,and using GIS technology,by two categories of indicators elements containing ecological and economic and social,Papers carried out a comprehensive analysis of the principal functions zoning division of Qinghai Province.According to the results of ecological account of Qinghai province and the combination of the actual of Qinghai province,Qinghai province is divided into four types,eg.prohibition development area,key development area,limit development area and moderate exploration area.On the whole,within the framework of Qinghai province has not yet appeared more developed economy,population density,the higher intensity of development,resources and environment issues more prominent at the county level administrative region,so there is no Optimize Development Zone in Qingha.The scope of the prohibition of the development zone accounted for 31.28 percent of the land area,the main focus of the development zone located in Xining region,Haidong region,Qaidam Basin Development Zone in Haixi Mongolian-Tibetan autonomous prefectures,as well as the state seat of the autonomous prefectures.The purpose of this study clearly focused on the development of regional and economic development in the region in which they function,that regions with low development cost,high carrying capacity of resources and environment as well as great development ability should undertake social and economic activities with great intensity;whereas those regions having high ecological values but are difficult to be developed should maintain functions of agriculture and ecology,so as to promote the harmonious interrelations among economy,population,resources and environment with spatial order.
