Chinese shipping has been developing at a high speed in recent years.The number and gross tonnage of ships in ports are becoming larger and larger.Meanwhile under the influence of worldwide climatic change,such bad weather as cold wave and storm surge often intrude many Chinese ports,causing great loss.Assessing the relative risk of ships in ports and fixing the evacuating order of ships are very important for making the emergency plan before bad weather comes.This paper studied and analyzed the factors influencing ship berthing safety and evacuating orders,determined the assessment index of evacuation order under bad weather,established the corresponding assessment model.This model mainly uses the multi-layer and multi-object system fuzzy optimization theory.In this paper,the objects are separated into interrelated parts to make the problem consecutive,every layer cell system is calculated by inputting the output of lower layer into higher layer.Lastly,by means of the eigenvalue of different classes vectors,sequence of all the schemes is arranged and optimal selection for ship evacuating orders is performed.At last,the example of Dayaowan harbour ship evacuating orders in emergency given in the paper shows that the model is reasonable with credible results.
