The main work of Design and Implementation for the Expressway's Electro-Mechanical System Network of Hunan Province is researching and designing the surveillance, communication and tolling system of the expressway's Electro-Mechanical System Network of Hunan Province according to the latest layout of the expressway of Hunan Province and the current situation of the expressway's Electro-Mechanical System Network of Hunan Province. This paper designs the structure, inter-network and the location of the managing and maintaining organizations and the infrastructure of the transport following the related policies of the Ministry of Transport, province government and the province bureau of Transport, and also follows the national macroscopical technology and the industry criterion. The principle of this design is "programming all together, designing once, implementing by stages". For the electro-mechanical system which has already been at work, this design is focused on updating and reconstructing of the system in order to bringing them into the network and guaranteeing the transition and handing over between the new system and the old system.This paper introduces the design and the implementation for the expressway's electro-mechanical system network of Hunan province in six chapters.In the first chapter, how the research of the electro- mechanical system of the expressway promotes the management and technical level of the expressway and provides a convenient rapid and safe traffic manner is explained. Then the current status of overseas electro- mechanical system of the expressway is analyzed. Finally the content of the Design and Implementation for the Expressway's Electro-Mechanical System Network of Hunan Province is general introduced.In the second and the third chapter, the current status of electro- mechanical system of the expressway of Hunan province is detailed in the aspects of the managing framework, the surveillance, communication and tolling system and the layout of the roads' layout. In these two chapters, the newest object and principles of the Electro-Mechanical system network is proposed which requires the new system has the forecasting, scientific and comprehensive characters.In the fouth chapter, the design of the communication systmem of the Expressway of Hunan province is introduced in detail. The managing framework of the communication systmem is confirmed. The multi service access network and the system of video transmition is expatiated. And the emphasis of this chapter is to analyze the development and constructure the backbone communication system of the province and to provide the configuration of the main node of the backbone communication system. In the fifth chapter, the design of the surveillance systmem of the Expressway of Hunan province is introduced in detail. In this chapter, the surveillance infrastructure of the different managing organization of the expressway of Hunan province is proposed according to the general layout of the surveillance systmem of the expressway of Hunan province. The layout level of the surveillance equipment in the field and the tunnel is specified and the inter-network manner of the surveillance systmem is also claimed.In the fifth chapter, the design of the tolling systmem of the Expressway of Hunan province is introduced in detail. In this chapter, the managing framework of the tolling systmem, the tolling mode, the tolling manner, the tolling ticket, the vehicle sorting principle, and the tolling principle is confirmed. The latest technology such as the path recognizing, the location of the station of the main path, the tolling principle based on vehicle weight, the license recognizing, the principle of payment non-cash, and the tolling without stopping is claimed. All of the above criterions provide effective support for the implementation of the inter-network tolling.
