The rapid development of expressway cause makes the traditional management model and measures unsuitable to need of the new situation. Information establishment is, therefore the most important basic support of the modern management of expressway, which shall have extremely important meaning for improving expressway network service level, transport and operation conditions, fulfilling efficiency, high quality, security and comfort. As growing of the expressway length, the expressway development center is transferring from building to management step by step. Development of information technology and internet accelerates the progress of expressway informative management, and also supplies power to show expressway benefit. As the expressway ME system is the main body for information management, thus it takes obviously the core place for information transport, gain storage and utilization.Planning for expressway ME is considered both perfect function which shall be in line with domestic and international standards with full use of the existing equipment and meet the realist need of the multi investment body and operation body for the unified standard, planning, staged completion, intercrossing common-use. The selected model designation of soft and hard wares are of considerable advance, practical, open , aliable, development, security, easy-use, easy-repairedThrough establishing a set of m.e. expressway network management in Jilin Province, the optimum distribution will gain for each system and its applied software; a set of whole digital memorized traffic network, will realize intercrossing of tolling and monit0ring with unified management, common used resource and unified monitoring, cashing and divide and separating; ensuring to use one card for all the expressways in the province, make full use of all the function of IC, extending multiple bank card, ETC non-stop electronic tolling payment; using in time weight tolling; a set of expressway tolling cashier center system for the all the expressways in the Province with fair, accurate, lawful, reasonable, quick system to ensure interest of all the investment bodies; a set of special expressway telecommunication network with sound, data and video to ensure rapid and accurate information; forming a traffic information network system covering thewhole province step by step together with the other high class highway network and local traffic managing departments associated with the main trunk expressway network; monitoring the expressway condition of traffic flow, collecting traffic information for forming traffic management measures with scientific basis; leading efficiently traffic flow to form rapid reaction ability to ensure smooth transportation on expressway.In this planning, the study method is used as the theoretical analysis and test verify. At the basis, experts checked and evaluated the present condition of the expressway management equipment in Jilin Province to show objectively the technical level and finally to identify the expressway m.e. development plan in the province considering all the highway network plan in Jilin Province.This paper is divided into seven chapters which contain the followings: Chapter I Introducing the purpose and meaning of the m.e. system as well as study on domestic and international development, present condition and main study field;Chapter II Analysis of the present m.e. condition. Introducing the existing condition of the integrated management information, tolling system, telecommunication and monitoring, therefore analysis and study have been done deeply for the existing expressway problems in the Province;Chapter III Stating the planning principles, overall aim and the planning schedule of the expressway m.e. system in Jilin Province; improved the network of data bank and various information to involve waste and rebuilding;Chapter IV. Planning of tolling system. According to the technical demanding of the expressway planning and jointed network in Jilin Province, raised the suitable joint tolling suggestions as frame structure, tolling system, technical demanding, system plan, network security and completion by stage;Chapter V Telecommunication system planning. According to need of the joint network tolling, monitoring and management, raised suggestions as frame structure, tolling system, technical demanding, system plan, network security and completion by stage;Chapter VI Monitoring system planning. According to the expressway planning condition in Jilin Province, raised suggestions for monitoring system of different section s and periods as the overall planning strategy, system plan, equipment, building scale, system data and video, joint network structure and completion by stages;Chapter VII Summary and prospect. Summarized the whole topic and prospected the trend of the future expressway m.e. system.
