Yulin is one of the most important energy bases of China. Since the 1980s, with the development and construction of Energy-Chemical Industry Base, the economy of Yulin grows rapidly and urbanization accelerated. However, the ecological environment is so fragile that can't bear the disruption and pressure of the rapid development of energy-chemical industry, environmental bottlenecks becomes an increasingly serious problem. Therefore, how to coordinate urban development energy base construction and the ecological protection is a challenge to urban planningFrom a multi-disciplinary perspective, the thesis firstly analyses the interaction and mutual constraint between the fragile eco-environment and the heavy economic structure that is mainly based on energy-chemical industry as well as the power generation system that is dominated by coal-using. And then the theis analyses the impacts of the ecological constrains and the construction of Energy-chemical Industry Base on the urban master planning of Yulin city, and the role that the urban planning should play in control and coordinate the industrial development and eco-environmental protection. Through pairwise comparisons among the energy-chemical industry base construction, the urban planning, and the ecological constrains, the thesis reaches a conclusion of urban planning of Yulin city for coordinating the energy base construction and ecology protection. And with the conclusion of the thesis, a development and practice model is proposed for those cities in northwest with fragile ecologysystem but rich recourses, in the hope of a healthy development of these cities. |
