| Huanghua Port is located at Bohai Sea coast Huanghua City,Hebei Province,where is at the junction of Hebei province,Shandong province and the middle of Bohai Sea economic circle.Shuohuang Railway,Hanhuang Railway,Huang Wan Railway,Canggang Railway and Huang Tai Railway(under construction)is straight through the port,and Huanghua Port is the nearest marine outfall from Shanxi area,which has completed 200,000-ton waterway and more than 33 berths above 10,000-ton.Huanghua Port’s through put has been exceeded 100 million tons for four years.The current 200,000-ton waterway has been dredged to 19.0 meters and the navigation condition has been further improved.Taking into account the impact of ship load shedding on port production and the actual experience of 200,000-ton ship entry,it isnecessary to assess the safety of 200,000-ton waterway in Huanghua Port in order to enhance the efficiency of port function.Based on door data provided by the Maritime Bureau of Tianjin China AIS(Automatic Identification System),ship berthing situation provided by Huanghua Port pilot station and Huanghua Port channel conditions provided by Cangzhou Maritime Bureau,the thesis carried on the thorough research and the analysis to the safety of Huanghua Port and formulated the safety index of 200,000 tons heavy loading bulk carrier entering Huanghua Port.And questionnaires for pilots,crew and maritime management personnel were designed on the base of the safety index.Through the sorting and analysis of the questionnaire,this thesis used the analytic hierarchy process to determine the weight of each index in the whole system.By sorting out the survey results,this thesis used the Likert 5-point scale method to score the different degree of influence in the questionnaire.Then the qualitative index is quantified,the safety score of Huanghua Port is obtained by combining the weights,and the improvement views of port security of Huanghua Port is put forward. |
