Research On The Reform Of Local Shipping Agencies

China's inspection body is in a rapid period of economic development and economic reforms, the shipping system did not form a unified national situation, and the condition that the statutory shipping system and the functions of the management are separated is becoming more and more serious. As the statutory surveys are unique, the urgent affair is to establish a unified national system and integrate the management functions and the technique management functions on the basis of prohibition of statutory surveys of the market area.This paper, based on the characters of shipping system abroad and the distribution of resources of China's shipping system, use modern management theory to analysis the management of local ship survey system. According to information obtained by the analysis of the causes of the problem, the proposed reform of local shipping system should be vertical leadership and unified management, which is a complete breakdown of administrative division in order to carry out the work. Meanwhile, in order to resolve the current problem of shipping system, the fourth chapter of this paper made a more detailed analysis by using a new organizational chart of shipping system. To integrate the grassroots inspection bodies, bring in the competitive system of the survival of the fittest, promote local agencies to test the quality and create registers brands, and to formulate a reasonable plan to absorb talents.
