Logistics is the process of planning, implementing and controlling the efficient, effective flow and storage of goods, services and related information from the point of provider to the point of consumption for the purpose of conforming to customer requirements. It includes lots of elementary functional parts, such as transportation, portage, storage, safekeeping, packaging, loading and unloading, circulation process and logistics information process, which could change the special, temporal position or characteristics of goods. If matter exists, logistics exists everywhere. Improving logistics management is not only effective in reducing circulation cost but in expanding market and upgrading service level. Today, the profit potential by reducing consuming of materials and human resource is becoming smaller and smaller. With the rapid progress of science and technology, how to organize logistics activities rationally and develop a set of logistics detecting and controlling management systems becomes the key in enhancing competitive power for any enterprises.This paper taking Xiaowan hydroelectric project for example, aims at the water and electricity engineering area, where the logistics system is complicated and quiet important. First of all, the concept and key parts of logistics activities have been put forward, which elicit the main content and executive methods of detecting &controlling management both in process and cost areas of logistics. The characteristics and points of logistics and its detecting &controlling management in water and electricity engineering have been given basing on analyzing the engineering itself. According to the analysis of old business flow and old logistics detecting &controlling status in Xiaowan dam constructing engineering, the requirements and feasible resolving methods have been brought forward. And the scheme of new logistics detecting &controlling system basing on C/S pattern is raised, including system structure and deployment, developing methods and tools, database scheme, and especially the detecting &controlling scheme of materials flow and static storage. Finally investigation works are summed up and new research directions are pointed out.
