Dynamic security assessment (DSA), covering transient angle stability, voltage security and frequency security, has been historically conducted in an off-line operation-planning environment, in which the stability of the near-term forecasted system conditions are exhaustively determined. With the fast development of power system, the analysis of off-line could not satisfy safe request of power system, the stability control system based on"on-line pre-decision and real-time match"method becomes the current important research direction. This paper unifies "the Central China electrical network on-line stable control system transformation" this more significant scientific research item, and had the problem to the current on-line pre-decision-making stable control system present situation to conduct there search.This paper introduced the current on-line pre-decision-making stable control system structure as well as each part of principle of work, and have drawn out the question which this system exists. How to use the EMS real-time data and evaluate the security of EMS state-estimation data is the most urgent problem which should be solved for on-line pre-decision-making stable control system. This paper directly uses the EMS state-estimation data to take the transition condition stable computation the data, and has studied the EMS state-estimation data transformation is the PSASP data method. According to the different electrical part characteristic, carries on the reasonable match and the supplement to the EMS state-estimation data causes it to satisfy PSASP to carry on the transition condition stable computation the request. In order to carries on the reliability to the EMS state-estimation data to appraise, this paper uses PSASP the tidal current which provides to the EMS state-estimation data to carry on the computation once more, and carries on the comparison with the EMS state-estimation data. In order to cause the tidal current computed result and the EMS state-estimation data in the certain erroneous scope, this paper uses the certain method to carry on the adjustment to the tidal current, and actually confirmed this method feasibility through the project.
