As basic natural resources and strategic economic resources, water resources are crucially important to the life and health of human being, as well as to the ecological system. They are one of the primary conditions of the national and urban sustainable development. Well-balanced water metabolism does not only promote the process of water supply, use and drainage in the city, but also controls the urban environment, ecology and landscape.The current studies of urban water metabolism are few at domestic and abroad. Many scholars had done a lot of work on the supply and drainage process of water metabolism, but a little of quantitative study on the reuse, recycling part of water metabolism as well as their impacts on urban sustainable development.Eastern China has serious problems of water resources, water environment, water safety while rapid economic development.Shanghai is a typical city in coastal eastern China. 12 indicators had been chosen from the social, economic and environment monitoring data of this city, and analyzed in the model of grey system, consequently gotten the characteristics and the causes of Shanghai urban water metabolism from the gray relation between the 12 index.In the view of water metabolism, 5 indicators, including amount of agriculture water use, per RMB 10,000 amount of agriculture water use, per RMB 10,000 amount of industrial water use, ratio of industrial wastewater effluent and industrial water use, amount of domestic sewage, had been chosen to build the urban water metabolism safety model. Rapid urbanization has taken in Shanghai, the characteristics and the safety state of urban water metabolism have changed following by, these changes had been analyzed and compared with the other 9 eastern cities, involving Beijing, Tianjin, Dalian, Ji'nan, Nanjing, Hefei, Hangzhou, Guangzhou, Xiamen from 1998 and 2005. In the eastern china, the essential problems of urban water metabolism and their mechanism had been discussed. Furthermore, the methods to solve these problems and Countermeasures had been brought forward, wishing to provide a scientific basis to the urban sustainable development of China, as well as to share the experience of water metabolism study and urban water environment management to other cities at domestic and abroad.
