Traffic Impact Analysis (TIA.) is a kind of effective method to control the intensity of land development, which is based on the current traffic establishment. Before the approval of the new construction project and alternative of character of land use, it is necessary to collect the data for the use of traffic assessment on the influence of project and provide the policy and method for the improvement. The purpose of TIA is to maintain the current level of service of concern area. The United States is the first country to issue the guide book and popularize the policy for TIA. For the most of other country in the world, the method which is called"the seven phase"is adopted to such extent. From the 1990s, the projects of TIA were implemented in Beijing, Shanghai, Guangdong et al which led to the accumulate of basic experience and method. From the 2000s, the TIA tends to be much normative based on the circumstance of the expansion of the"Changtong Project", which is supervised by the Ministry of Public Security of PRC and the ministry of Development of PRC. At present, the guideline and regulation have been made up to instruct the enforcement of TIA in some cities. However, the research on TIA is relatively weak in China. According to the current situation, a field example of TIA, which is called the TIA of New Fortune Piazza in Jilin City, is introduced to the paper. Based on the summary of the research of TIA, the whole process is involved in the paper. Moreover, the theory and method of trip forecasting and parking demand are developed. The basic measures are provided for the improvement of traffic operation.This paper consists of five chapters. Chapter 1 provides a brief introduction of the research. Chapter 2 describes a summary of past studies in this area. The shortcoming of research in China is pointed out according to the representatives master and doctor papers. Chapter 3 provides the analysis of nowadays situation of traffic operation. The main theories of the range of TIA are summarized and the appropriate method is chosen to the extension of the space and time scale. The analysis of current state includes the level of service of street, intersection and transit. Chapter 4 is the analysis of TIA. The generation of trip is forecasted by the method of work position and acreage according to the various character of land use. The parking demand is predicted by the curve of integrated paring demand. Some measures of traffic improved are listed the last part of the chapter. Chapter 5 provides summary, conclusions and recommendations of this research.Based on the summary of current research, the insufficiency of TIA research is highlighted in the paper. The extension of TIA is established by the experience and regulation and the method of prediction of traffic demand is developed in the paper. In a word, the paper can be an effective example to the similar project of CBD in big citied. The emphasis of future work lies on the research of the method for the threshold of TIA and supplement of the necessary develop of theory modal, which tends to be simplified in the paper for the reason of the follow of universal rule in the field project in China.
