With the fast development of economy and society,architecture grows hugely. More and more large modern complex buildings are springing up,which brings huge challenges to fire safety management of construction. Building fire is one of the most serious disasters, which may result in heavy casualties and economic losses. The daily fire safety management of the building is one of effective means to discover the possible fires,eliminate potential safety hazard and prevent fires. Nowadays, however, the fire safety management is in a confused state that the safety inspection form is simplified,the inspection procedure is not standardized, the inspection result doesn't conform to the actual situation, the inspection is inefficiency and waste a lot of labour and material resources. In order to improve the timeliness and efficiency of safety inspections, an advanced management technique should be introduced urgently.In this paper, the subject of safety inspections, using the method of fire safety system engineering, will be divided into units,which includ systems, subsystems and basic units. Therefore, we can assess the fire safety conditions thoroughly. According to the characteristics of building fires protection, this paper analyzes the hazards of units, and then put them into two sorts of hazards categories. Based on the fire protection laws and regulations, a set of index system on construction fire protection assessment is built. Treat construction fire protection, fire equipments, safety management and district safety assessment as a first-class index, and provide explanation on every index. A scientific assessment classification is set up. Three sorts of hazards categories are established, every index is quantified. The assessment procedure is simple, convenient and fast. The assessment result is distinct and understandable.The dissertation shows how to design the Building Fires Protection Safety Assessment System based on GIS, and the detail to develop and achieve it. Assessment system is divided into four main modules based on the requirement of the building fires protection. With this system, we can browse maps, edit maps, tie the geographical data with database, paint the theme figures, assess the building fires protection, inquiry fire regulations and history data, edit the index and so on.The operations of the system are very easily, but the function of the system is powerful. It's easy to do some extension on the system. The system will greatly improve safety management of fire protection.
