In order to fulfill the aim of proper development and sustainable utilization of scenic area under the presupposition of protection; In order to make it rapidly merge with scientific system of world national parks and in order to establish the developing ways and managing control mechanism of scenic area with Chinese distinguishing features, the paper points out the approaches of solving problems from the angle of masterl plan construction control of scenic area.Firstly, the paper sums up the enlightenment from the practice of plan and management of foreign national parks; it analyzes the special difficulties of the construction and management of scenic area in China; meanwhile, the paper analyzes some issues from the following angles——self cognition, profit drive, plan techniques and supervision mechanism and re-recognize the masterl plan of scenic area, which it can provide the further research with clear study background and basis. Secondly, the paper looks back the developing process of scenic area and its plan in China and analyze the historic reasons of the formation of present laws and regulation of scenic area plan and the special influence of self-types. In the paper, the research tries to divide different scenic area patterns, chooses corresponding plan case to do research and summarizes the intrinsic defects and reasons of masterl plan. In the meanwhile, the essay draws on the experience of the research achievements at home and abroad, and puts forward some significant views of upgrade and managing area control of masterl plan in scenic area.On the basis of it, the paper establishes the construction control frame which the managing control carrier is dividing managing areas.
