The rapid development of national economy has brought the abruptly rise of container ports. Large-scale container deep water ports are competitively planned and constructed in domestic ports, whose scale and investment are huge. Meanwhile the current status shows that the terminal throughput capacity on the basis of optimal allocation of resources has fallen behind the growth of port throughput. Therefore, the container ports planning theories and methods have been unable to meet the actual needs of the future port development.This paper firstly analyzes the operating manners, developing trends and two sorts of berthing methods (fixed and flexible) of international container ships. On this basis, the introduction of the concept of container berth (coastline) throughput capacity is given out, and then the comparative analysis of the determining methods on it is carried out. Finally this paper proposes the system simulation method to determine the container berth (coastline) throughput capacity.This paper establishes a container terminal flexible berthing system simulation model by using discrete event simulation theory, and achieves the model through Arena as well as designs the verification test. By comparing the test results, the conclusion of the good accuracy, authenticity and stability on the model is obtained.Meanwhile, on the basis of simulation model, the paper introduces the concepts of the combination of ship types, combination of berths, hectometer coastline throughput capability and coastline utilization ratio. By using curve fitting, the function between Tw/Tb and hectometer throughput capacity is achieved. Further more, the analysis of the optimal and suboptimal ship types combination and berths combination correspond to the fixed coastline and the optimal coastline length to the fixed ship types combination and berths combination is obtained. Finally, a comparative analysis on throughput capacity which determined by the new planning indexes and the criterion desperately is conducted, and the results shows the superiority of the new planning indexes, which provides strong theoretical support for container terminal planners and designers.
